character may move: ([their height in feet] + PA + PS) * 5' /round
or
PS+PA yards/second.
A character may charge double this distance and attack an enemy, as long as he has an unobstructed, straight, path to the target.
If not carrying out any other action a character may run three times their normal move distance.
For longer chases, PE would replace PS or PA, depending on whether raw speed or the ability to cope with difficult terrain is more advantageous.
Skills may be applicable - trained athletes etc. may add their skill.
